Overview:
Blackboard is one of the oldest and most respected LMSs on the market and has a large share of the education/academic, government, corporate, and military markets. In terms of implementation and other costs, it's also one of the most expensive.
Blackboard supports both SCORM 1.2 and 2004.
Known Issues:
Blackboard users report no significant issues in getting Captivate SCORM packages to work with the LMS as long as the settings shown below are used.
Captivate Settings:
Our thanks to Lieve Weymeis, a long-time Blackboard user and well-known contributor to the Adobe Forums, for the following information. Lieve reports that these settings have worked well for Captivate content in all BlackBoard versions from 7.0 to the current version 9.0.
Use SCORM 1.2 and be sure to set the Mastery Score in the SCO to exactly the same percentage value as shown in Captivate's Quiz: Pass/Fail settings.

Additional Notes
Lieve also reports that for occasions when she does not want reporting scores, she just uploads a zipped package instead of a SCORM-object. You can have the course module zipped by Captivate and instruct BB to unzip it and start the HTML-page. This seems to works fine and BB provides functionalities to see if the user has visited that course and he can mark it as completed.
